Bill Burwell
Director

Bill Burwell is responsible for the management and operations of the US Export Assistance Center (USEAC) located in Baltimore, MD. The USEAC assists firms to increase international sales and expand business operations by utilizing the US Department of Commerce US and Foreign Commercial Service network as well as federal, state and local partners. Previously, Mr. Burwell was Senior Manager at the Manufacturing Extension Partnership Program at the National Institute of Standards and Technology. In this position he directed research on international and domestic issues affecting US manufacturing and small business competitiveness. Mr. Burwell also served as vice president of business development at a business-to-business start-up company providing marketing partnerships, brand management and strategic alliance development services. He holds an MBA from Clark University and a BA in Political Science from Drew University.

Linda Droker
Director, Office of South Asia & Oceania
International Trade Administration
US Department of Commerce

Linda Droker was appointed Director of the Office of South Asia & Oceania at the Department of Commerce in May 2002. Her team of participates in the conduct of US trade policy and helps US companies overcome or manage trade barriers in the countries of South Asia and for Australia, New Zealand, and the Pacific Islands. Ms. Droker previously served as the Acting Director of the Office of Strategic Communication in the State Department’s Bureau of International Information Programs. She has served as the division director for Korea and Taiwan in the Office of the Pacific Basin. Her previous positions also have included division director for Korea and Vietnam, senior desk officer for Taiwan, desk officer for Thailand and Indonesia, and research analyst on trade with non-market economy countries. Ms. Droker received her MA in International Relations from the Johns Hopkins School of Advanced International Studies and her BA in Political Science from the University of California at Los Angeles.

Paul B. Dyck
Deputy Assistant Secretary for Europe International Trade Administration
US Department of Commerce

Paul B. Dyck was appointed to serve as Deputy Assistant Secretary for Europe at the US Department of Commerce by the George W. Bush Administration in June 2006. He is responsible for directing the Department’s efforts to open markets and ensure fair treatment for American exporters in 50 countries, including all of Europe, Russia, and Eurasia. He also is responsible for developing strategies and programs to enhance US’s commercial position in the region and engaging with foreign government officials to resolve commercial disputes. Before joining the Department of Commerce, Mr. Dyck served at the US Department of State as senior advisor to Secretary of State Condoleezza Rice. In this position, he helped coordinate the Secretary’s strategic planning efforts and transformational diplomacy agenda. Previously, Mr. Dyck served in the White House Office of Political Affairs and as Associate White House Political Director. Prior to moving to Washington, DC, Mr. Dyck worked on then-Governor Bush’s 2000 presidential campaign and worked for the Texas Workforce Commission. He also served in several capacities for the Texas House of Representatives, including legislative director for State Representative Jim Keffer. Mr. Dyck received his MA from the University of London and his BA from Austin College.

Donna S. Edwards
Secretary-Treasurer
Maryland State & DC AFL-CIO

Donna S. Edwards, a trailblazer and pioneer for women during thirty years of union and community activism, is the first woman to be elected Secretary-Treasurer of the Maryland State and DC AFL-CIO. Ms. Edwards was the first woman to be President of AFSCME Council 92 leading thousands of state and university employees to victory for the right to collectively bargain. She has been the President of AFSCME Local 112, the Social Services Employees Union representing 5000 DHR members statewide, weaving the knowledge of the shared history of the nations’ safety net with the union movement to propel everyone to a broader understanding of common interests. Ms. Edwards is an Executive Board member of the Metropolitan Baltimore Council of AFL-CIO Unions; and has chaired countless State and City committees, including the Baltimore City Coalition for Drug Free Neighborhoods. She was a social worker and strategic planner for Baltimore City Department of Social where she was a advocate on behalf of all working families and low income families. She was an adjunct professor at the Graduate School of Social Work, University of Maryland, where she also served on numerous task forces. Ms. Edwards earned her BSW from the University of West Virginia and her MSW from the University of Maryland School of Social Work.

Daniel T. Griswold
Director, Center for Trade Policy Studies
Cato Institute

Daniel T. Griswold is Director of the Center for Trade Policy Studies at the Cato Institute in Washington, DC. Since joining Cato in 1997, Mr. Griswold has authored or co-authored major studies on globalization, trade and immigration, including the 2007 study, "Trading Up: How Expanding Trade has Delivered Better Jobs and Higher Living Standards." He has authored articles for the Wall Street Journal, the Los Angeles Times, the Financial Times, and other major publications and has appeared on C-SPAN, CNN, PBS, the BBC, and Fox News. He has testified before congressional committees and federal agencies on a range of trade and immigration issues. Earlier in his career, he served as a congressional press secretary and the editorial page editor of the Colorado Springs Gazette. He holds a bachelor's degree in journalism from the University of Wisconsin at Madison and a diploma in economics and a master's degree in the Politics of the World Economy from the London School of Economics.

Clay E. Hickson

Mr. Hickson leads TowsonGlobal, the Business Globalization Center, Towson University’s international incubator. Previously, Mr. Hickson was managing Director of Rhôton Hill Group, a management consulting firm providing international marketing, corporate communications, strategic planning and cross-cultural communications services. He also worked with International Technology and Trade Associates, the World Trade Center Boston, Ogilvy Public Relations Worldwide (Taiwan), the 1993 Seattle Asia-Pacific Economic Cooperation (APEC) summit, Burson-Marsteller, the National Crime Prevention Council, Overseas Private Investment Corporation and US-Philippine Business Committee. Mr. Hickson is Chairman Emeritus of the Maryland-China Business Council. He also serves as Secretary of the Asian Pacific American Chamber of Commerce and sits on the advisory board of the Asian Arts & Culture Center. He received his MA in International Relations from the School of Advanced International Studies at The Johns Hopkins University and received his BA in International Relations from The George Washington University.

Donald J. Kopka Jr., Ph.D.

Donald Kopka is an Assistant Professor in the Department of Management at Towson University, and has been at Towson since 1993. He teaches Business Strategy, Management Principles, and Entrepreneurship and Small Business, and previously was Director of the Cornerstone-Professional Experience Program in the College of Business and Economics. Dr. Kopka also was a Fulbright Scholar in Vietnam where he taught entrepreneurship and business strategy, worked on curriculum development, and conducted ongoing research on supporting industries. He formerly ran a property management business, was a program manager at the US Small Business Administration, and served as a Peace Corps Volunteer in the Philippines. Dr. Kopka earned his Ph.D. in International Business from George Washington University.

Fred Lissauer

Fred Lissauer became Vice President, Global Export Business Development at McCormick & Company, Inc. in 1996. He joined McCormick in 1988 as Manager-Export Business Development. Subsequently, he held the position of Director-International Business Development. Mr. Lissauer previously held positions with Nestle, Honeywell, Inc., Forum Sportswear and Shulman Transportation Enterprises. Mr. Lissauer earned a BSBA degree from the University of Denver and received his MBA from the American Graduate School of International Management (Thunderbird). He is co-chairman of the District Export Council of Maryland, and recipient of the President’s “E” Award for excellence in exporting. Mr. Lissauer is well experienced in international trade, having conducted business in over 75 countries worldwide. In addition to Export Business Development, he oversees licensees producing McCormick branded products in various countries in the America’s.

Vinoo Manikkam, is the Treasury Manager for Hughes Network Systems, LLC. based in Germantown, Maryland. Hughes is the world's leading provider of satellite-based communications networks, services, and products to the consumer, small- and medium-sized business, enterprise, and government markets. Mr. Manikkam graduated with an MBA from Hampton University. He is also a Certified Public Accountant licensed in the State of Virginia. He has held various management positions in the area of finance, accounting and auditing during the past 15 years of his professional career. Mr. Manikkam has traveled extensively during his career both in the UA and abroad. Most recently, he visited India to conduct Financial Audit of Hughes Networks Systems, LLC operations in India.

Clement Miller

Clement (Clem) Miller is administrative vice president in the international trade finance group of M&T Bank. Mr. Miller manages the Group's export finance team. Before joining M&T Bank, he served with the Export-Import Bank of the United States for fifteen years. During his Ex-Im tenure, he was involved in country risk assessment, policy development and international trade finance negotiations, commercial credit evaluation and reviews, sovereign lending, and loan workouts. Mr. Miller has earned a bachelor's in international economics from Georgetown University, an MBA from George Washington University, and the designation of Chartered Financial Analyst.
